Given their route structure, the debt, and the poor equipment and track, there is no way that Amtrak can make money.

The route structure is largely politically determined, you accept subsidies or a have a qausi government status and you get this kind of thing. The debt is partially a matter of them having lost money in the past, poor equipment and tract are also connected to these things.

Given my background in prop. mgmt and development, I would see fat if there was a lot of it.

You yourself have mentioned some of the fat (the route structure), and fat is not necessary visible to riders.
