Perhaps it's the Japanese who find your friend's story amusing. The power and breadth of the Keiretsu should be well known to foreigners who do business in Japan. (The intertwining of these companies even gets down to the beers people will drink -- guys will stick with a brewer within their Keiretsu, I was once informed.) I'm disappointed that an agent in the purchasing department in Chevron dealing with international orders would not be aware of Japanese business practices. (Although, as I read the post, it's not crystal clear that the person worked for Chevron.) For the agent to put the request in the form of a specific demand for either a yes or a no answer, indicates to me the person really has little knowledge or regard for Japanese business practices, customs or 'face'.
