This morning Merrill upgraded CSCO from a hold to a buy, with a $23 price target. It is mostly a valuation call, This is what seems bizarre to me. CSCO's valuation has been at the same level as today for the past three months (if not longer), so why didn't they make the call 3-6 months ago?
