I've read that the other complication is that you are not just training the grunts, you are also training all the officers up through the chain of command. You are essentially building a police force/army from scratch.

That's right. Some of the attrition came from the higher ranks resenting the training with the grunts and unwilling to give up rank, but it also was very difficult to bridge the class and ethnic gaps among the recruits, which run very deep among Iraqis. Amen to getting the hell out.
