Driving gas costs as well as heating costs certainly impact some much harder than others. And those people often are poorly equipped to purchase more energy efficient solutions. But excessive governmental regulation has excessive downsides. Economic practice has, IMHO born this out quite clearly in the last century. Having said that, I don't think our set of tools has been completely developed yet, so I'm not opposed to experimentation. I think one of the areas needing more development is simply better transparency of company practices, and internal financials
