I would imagine lawyers review it for clarity and for what impact it will have on the constitution, but "reviewing an amendment for its constitutionality" is almost meaningless. There is only one way an amendment can be against the constitution (see below)


I am not going to keep on in this vain with you. Once you decide you want to be right there is not a chance in hell of persuading you that you might be wrong.

Let me just say that the reason Congress and Bush are backing off of a constitutional amendment for gay marriage is because they have been told it would not be constitutional. For anyone who understands the provisions in the Constitution that comes as no surprise.
