And so was Nixon IMO. But... It is difficult to determine who was the worst President in the twentieth century. There are so many to choose from. Clinton, Nixon, Carter, Hoover; Harrison was assassinated early in the century. Which one did the greatest damage to the Presidency is also a toss up. Both Clinton and Nixon were bad.
