Sure. And if you remove the ground attack aspect of helicopters, something like a Hind isn't very useful except for its ability to ferry troops. And restricting ground attack to bombing missions means that concentrations of troops are harder to break up, and that means tank use is severely crippled. So the entire Soviet battle plan was crippled.
