The main difficulties for military action against Iran this time are the worsened international and domestic political situations for the war party and Israel, and the financial strain caused by the Iraq war, plus the risks of military hit back to Israel by the Iranians. Even if they can create another big “reason” to start another war, they can not reduce the existing difficulties, as I can see.
