To be a mastermind does not imply that one carried out the tasks by oneself. It means they masterminded the event or orchestrated it. There would need to be a willing team of participants to actually carry out the plans of the mastermind. Kind of like the plumbers in the Nixon White House. What exactly was Dick Cheney doing on the morning of 9/11/01 in the bunker beneath the White House? He seems to be the only high-level Bush Adminstration person doing his/her job that morning. But, why was he so busy in a control room with so much communications equipment? Why was he there at all that particular day?
