I suppose the constant appearance of articles like this one, almost a form of badgering, if you will, will alert the powers that be that something's amiss and needs to be straightened out. By the way, the individual cited in the early part of the article you posted, Taylor Reynolds, was a co-participant on the Cook Online Symposium discussion list at the time he authored and had published an ITU white paper on S. Korean Broadband last year. I'll post the white paper url when I'm able to stabilize my laptop, which for some reason has been giving me fits all day :(
