The problem with locks and dams is they have fish ladders that concentrate the fish in a relatively narrow area. I wouldn't call the concentration of salmon and cutthroat trout in a small sea lion delicatessan a natural process.

Sea lions are quick studies and easily learn that if they hang out in a specific area, they can snack on all the returning salmon they can eat.

Not very sporting on their part, but it's easy grub.

Unfortunately, sea lions have significantly degraded salmon runs in the Pacific NW. I'm not sure there is a good solution to the problem.
