Very likely the Carlyle Group, which has made a ton of money off the Iraq War and War on Terror. Interestingly in fact, they bought the company that makes baggage screening equipment several months before 9-11. I hope that was just luck. Also, they own the company that keeps all personallel records of every federal employee. And Bush Sr. gets CIA reports (as all ex presidents) do which he could pass along to Carlyle. GW Bush was also once hired by Carlyle and will likely go back there after 2008.
