That's what the "come on" offer to them says. But when they go to use it, they are checked. The Banks don't credit check everybody they send a direct mail piece to before they accept the offer.

You have to remember that the reporter wants a good "little people vs bad bank" article, and the people being interviewed put the best face on their tale of woe.
