Notice how they don't need a referendum to see what people think. Just ask Yiwu and she'll tell you what Chinese think. If they think differently, like brian h, then they aren't Chinese and will be dealt with by "re-education" in Siberia.

That doctor who warned about sars, and treated people after the Tienanmen Square attack, isn't Chinese and is being "re-educated" to see if he can be made into a proper clone again.
