Its not something you can be certain of but its just about as certain as such predictions ever are. And yes it isn't in our control but that doesn't make it any less of a factor.

You are neglecting the fact that we produce ~40% of our consumption (albeit declining). Look at the numbers again

I don't really see how that is relevant. We will still need to import a lot of oil after cutting a few percent off our total oil use, and even if we did manage to produce 100% the price of crude would probably still be a world price, if it becomes more scarce in the world or if demand rises than American oil would also become more expensive.
