Does "folk who wouldn't have believed a decent report anyway" include all the students questioned for the inquiry, whose comments Columbia took great care to exclude from the NYT's first published account?

Telling the NYT, "you can have an exclusive as long as you print our side of the story only" - and having the NYT agree! speaks volumes about the nature of the comments they were expecting from the other interested parties.
