In effect the restriction on laws has been stricter than the trimester plan would seem to call for, but even ignoring that I don't think the plan amounts to common ground.

You do recall the notion that the first trimester was the prerogative of the woman but that the states could restrict abortions beyond that?

In the 2nd trimester the only reason for regulation that was allowed was regulation for the benefit of the mother, only in the third trimester was the fetus really considered.
