It is not so much Joe Sixpack who stands in the way of refineries being built. Refineries are like prisons---everybody wants more built, but just not anywhere near MY backyard. Besides, I see zero motivation for big oil to lay out major capital investment to increase refining capacity. The situation right now for them is ideal, because it does a better job than OPEC of keeping oil prices and especially gasoline prices high. Meanwhile, we can continue to blame OPEC and the Saudis and their ilk. Why would anybody want to mess with that cash cow? T
