I think you are right in some units where higher education is quite necessary.

There are other issues too.
Only American citizens can be officers. They can get higher security clearances.
Some highly classified OPS will only be commanded by officers.

The tendency towards more officers may just be typical bureaucratic creep. We see it everywhere else in government...why not in the military?

Also, if the Army had the 38,000 soldiers it is currently short, the ratios would be lower.

But in fairness to the NCO Corps. There are certainly many fine NCOs, doing a spectacular job in very difficult positions, who need no officer supervision.
