Because of, surely ? <g> That former president Giscard D'Estaing led the drafting hasn't exactly enhanced its popularity in France, either. a unanimous vote by all 25 member countries is needed. Not all 25 are going to bother holding a referendum. Still, the chances of it's getting approved by the UK electorate are approximately 1%, IMO. :-) (It is truly a bizarre document.) Finally, and again IMO, Dollar/Euro rate is of far less significance than Dollar/Asia rates.
