Re-districting in Texas is supposed to be done every ten years. Fair enough. Good for democracy. Delay twice changed the rules so that he could force re-districting after two years. Why? Because he could, that's all. For his own power. More and more power. Absolute power. And pipelines of lobbyist money and slush funds with it.

Also illegal was that Delay used corporate cronies to bankroll the effort. That is strictly illegal.
