I don't know anyone that believes wealth is created when new money is issued. If we introduced money into a barter economy (one that exists without money), trade would flourish and wealth created ... not because the money was issued, but because it was easier to conduct trade. If some people have confused the two mechanisms (as you suggest), they are wrong.
