Oh ****! With GPS? You bet! The receiver in the unit receives signals from several satellites (at least 4) at once to determine its position. For street navigational purposes, a CD containing a map of the area you're in is used. The GPS unit is already capable of determining velocity. Either the map could also contain speed limits or they could be broadcast to the car. Either way, it could either record or bradcast speed violations. I believe some rental agencies are already doing something like this and charging for speed violations.
