Sadly you've been led down the garden path and missed the point. We all know that 99.9% of sex offenders cannot be treated or rehabilitated. However a huge industry thrives under the delusion they can be treated and rehabilitated and this industry is very profitable.

1) Drug companies
2) Counselors
3) Psychiatrists
4) Lawyers
5) Technical people for monitoring
6) Police
7) Judges
8) News Media
9) Jail guards

Personally I would turn Ted Nugent and his associates loose on the entire bunch of them and if anybody said boo they would get it to.
