In my book it means what Google's "define: no contest" says it means. Your book may differ. Google's results:

A plea in a court in answer to a charge stated that the defendant will not contest the charge, but neither admits guilt nor claims innocence. It is tantamount to a guilty plea.

and

Not an admission of guilt, but an admission of the truth of the facts alleged in the complaint.
