Reducing the total amount of salmon by 95% will create an enormous amount of pressure to overfish and/or poach. If the state can resist that pressure fine but it duz seem that Alaska cannot resist the pressure from hunters to kill off the states wolves because they're eating a few elk. Anyhow I'm not sure if other states will be able to do so.

And of course with the higher price....as we have seen all around the world the temptation to poach will rise also.
