Your order to buy at the bid sits with your MM until someone else who uses your MM sells 1300 at market. Since they are selling at market they get the bid, since your order was sitting with the MM he MUST sell you those shares at your price. The MM could take the sell at market order and actually pay a little more (1/64) than the market bid and out bid you and keep the shares themselves. With this small amount the MM's are not interested.
