I've thought the government should regulate the nicotine in cigarettes the same as car emissions.

Car emissions are a general environmental problem. The nicotine in cigarettes is primarily a problem for the smoker.

Also if you reduce the nicotine it could just cause people to smoke more to get the same fix, thus exposing them to more tar and more harmful chemicals. If you eliminate nicotine (and I'm not sure that can be done, then you cause "real cigarettes" to become a major black market item.

Make them take the nicotine out of the tobacco and if they say they can't do it, just tell them that's their problem.

What if they are not lying about it?
