Having the nicotine go down 10% a year would be very gradual.

Which probably would not change the fact that many people would want the same level of nicotine. They would gradually smoke more or perhaps shift to other forms of tobacco, as the level gets very low more people would shift to pipes, "roll your own", or black market pre-rolled high nicotine cigarettes.

If they can take the caffeine out of coffee, they can take the nicotine out of the tobacco used for pre-rolled cigarettes

They can't take all the caffeine out of coffee just most of it. In any case one thing has little to do with the other.
