If i was president i would immediatly cut the (medicare) drug benefit in half. (cut the defence budget in half) I would throw out all the state funded insurance plans and make everyone mark to market where the pension monies are. i would start there. Didn't reagan do some kind of Energy cap??? I'm not really old enough to remember...
