Its 8% minus the 5% or so to be exchanged as in Clinton plan. By the way i agree with you--taking net 3% is far worse than what Stalin did to Poland post WW2, just to name one case. You are a laugh riot. I am looking for a substitute name to call you after i decided to drop DD. Any ideas?
