Yes, I agree---the shadier markets such as the bulletin boards and OTC are very dangerous waters populated by lots of sharks. The naked shorting issues are not, IMHO, very significant on the major exchanges, but in these poorly regulated exchanges all hell can and will break loose. Illegal things there are a way of life because they are not readily detected, and when they are, often not much can be done very easily. The sharks move fast, and they have lots of tricks up their sleeve and tangled webs to camoflouge themselves and their moves via chains of offshore companies, etc.

But again, many of these stocks (especially the thinly traded ones or the penny stocks) cannot be shorted by retailers because the major online brokers have no way to borrow shares easily, and really don't want to get involved with those shady characters in the first place---too much risk for the broker. You can push them sometimes, and they may go shopping for shares, but this is not a wise idea in most cases IMHO.
