Palestine was inhabited, but sparsely, in the 19th century. The kind of underpopulated backwater where it's hard to scratch a living and any kind of development is welcomed with open arms. In 1882, Palestine had about 300,000 people in it, plus or minus. Today, the same area has over 9 million.

In 1867 Mark Twain visited Jerusalem, and reported that it was the same size as an American village of 4000; he walked around it in an hour, he said.
