Would Israel consider the settlers to be under Palestinian jurisdiction, subject to Palestinian law? I don't think so - it doesn't now. As for the map being not to scale - I never assumed it was, but it does indicate how many ILLEGAL settlements are scattered like cancer all over Palestine. Every settlement represents a theft.
