If pre natal care and childhood medical care for African Americans are improved. If they can get good medical care by way of regular screening and blood tests when they are middle aged then we can increase their life expectancy and they can derive the same benefits from the SS system as others. We know for sure that those African Americans who are rich live longer. So it is not race but economics.
