John Bolton, Mr. Nice Guy

It’s time to invite some stories about John Bolton’s graciousness to State Department underlings. Victor Comras, former career State Department sanctions official and then a member of the U.N. Al Qaeda-Taliban sanctions monitoring group, has a good one. In 1992, Bolton and Victor participated in a major conference on the former Yugoslavia. Bolton was an Assistant Secretary, while was “an underling in a different bureau,” and they proposed different plans for enforcing sanctions. When then-Secretary of State Eagleburger picked Victor’s plan over Bolton’s, and also tasked Victor with negotiating the plan with other countries. John Bolton was immediately gracious to Victor and remained fully supportive.
