the prevailing anti-clerical, anti-Catholic organizations of the 20th century were Facism and Communism.

True, but anti-clerical is not the key thread here.

it was definitely pushed as a 'faith based' program on the lower echelons and masses.

I think you are confusing faith, meaning belief in God, and the more common meaning of faith which is an unprovable trust in anything, in this case a secular ideology. Communism was an ideology where the advocates had faith (common usage) that a utopia would result from their approach. Fascism was nothing like that. Fascism was a clamping down on threats. It was a negative thing--anti this and that including anti-clerical.

The author can aptly call communism a secular faith. That is not the case for fascism of Fascism. One thng that communism and Fascism had in common is that they were both anti-clerical, which is a different matter entirely.

In this particular case you have your two meanings of faith on opposite sides of the argument. With Fascism, religious faith was on the weak side of the power curve. With theocracy, religion is on the strong side of the power curve. A theocracy is an authoritarian (fascist-type) construct. It's a power thing that just happens to have as it's defining element religion.
