You need both to occur to beat back an insurgencey.

The insurgency was soundly defeated in Tet 68.

The invasion by the North Vietnamese Army became the problem then. But only after we demonstrated weakness at home.

Even NVA leaders have acknowledged their defeat. They have also stated they fought on only because Americans led them to believe we would quit.
