The truth is that in relative terms housing in the US is much cheaper than in Europe therefore the low home ownership in Europe cities. On the other hand rentals are less expensive in Europe than in major US cities. It is all also a matter of perception as Europe is much more nationalistic than the US and is difficult to compare between the cities based on desire to live in a certain town and it's population
