If my understanding is correct, brokers don't have to borrow SPY - they trade like futures, you just need a liquid market, with someone willing to take the other side of the trade. I assume it's just a fluke on the part of IB. They are not perfect. Many times, especially in fast markets, like on up or down spikes, they cross over the ask and bid. Generally they are good, but not always.
