as i have said before, the government will not allow them to kill off the ISPs(this woudl all bring up antitrust issues and the kids at justice would love to fight the telcos again, especially after being burned on MSFT investigations). too many people love them. the loops are going to be unbundled, and the RBOCs will have to give in to the inertia if they want to become anything other than an anachronism.

this thing about giving up t1-t3 revenues is really a red herring. the RBOCs would have to be brain damaged not to realize how much money they could make by reducing the costs. bandwidth is price elastic. the more you reduce the cost, the more people will sign up for the service. few people want to pay 500-800/month for t1, but many would love to pay 100-200 for t1. i know i would.
