Who slaughtered more people in the name of his ideal?
But never mind... beyond a certain point of destruction of life and property, is it safe to say that a ruler is simply calamitous, a nightmare made real?

I was thinking that Hitler started a World War attacked and tried to conquer countless countries and had extreme racist policies.

My point was simply that though there was obviously a huge amount of self aggrandisement in the end his aim was to improve the lot of the "Deutscher Volk". Mao's and the CCP's and the Soviet Communist party's goals seem more noble and laudable to most people if very misguided(though not to many Americans it seems :)). The end result though as you say is millions of people dead and in the case of China for sure chaos (though not quite on the scale of the second world war)....
