The Oklahoma behind-the-counter regulation was the basis of the news article you responded to. It sounded like you approved of it when you added the theft factor without questioning the underlying regulation. Sorry if I missed some nuance.

cigs are behind the counter or cashier.. Why,, highest stolen item in a store.

I think cigs and Playboy are behind the counter by regulation, even though they are often stolen. Cigs and Playboy are not available for sale to minors. Were they not regulated, they might still be kept behind the counter for inventory purposes, but the regulation is controlling because it's not optional for the store whereas inventory control methodology is.

It is not as much an inconvenience to hide cigs or Playboy because people go in knowing what they want and just have to ask for it by name. (Although it does seem to take forever when you're in the supermarket checkout and the cashier has to run off and get the cigarettes.) The problem with cold meds is that many people need to inspect the offerings so they need to be accessible.
