You forget one thing, Kerry really did want to disarm Saddam Hussein. He just didn't want to rush in, invade and occupy the way Bush did. So knowing that, what's the correct vote? Answer: There is no correct vote.

Often in the Senate, up or down votes are both no-winners and they pick the lesser evil. Sometimes they chose not to vote at all.
