perhaps the laws have safeway taking extra measures. There are big time penalties for selling cigs to a minor. Some stores require id if you think person is under 25 years old for safety. why , because of the penalties,, i do not remember specifics but a second offense by same clerk and the manager gets probation or out the door with the clerk who sold cigs to a minor. Every person hired goes through hours of tapes and retraining in selling cigs and carding almost any one who doesn't need a walker.

ps they have blind buyers going around trying to buy cigs under age in order in enforce the laws.
