Approximately 45% in the Philippines speak English. Their accents are nowhere near as identifiable as Indian accents.

A neutral, i.e. less identifiable accent is a tremendous asset nowadays as it isn't immediately associated with outsourcing. Dell is just one example that has felt the backlash with their Indian technical support department.

The "neutral" accent is especially important in sales. The fact that American males react quite positively to Philippino women does not do any harm either.

Just as an aside, there are trends in the call center area to match psychological profiles of the target audience with the ethnicity of the call center agent to achieve higher closing rates.
