Arun, you are mistaken. The percentage of Indians speaking very good English is much higher than 2% you quote.

I recently visited Delhi. Everyone I ran into spoke very good English, all the signs are in English. As a matter of fact, people in the country are worried because more and more people are learning English as compared to Hindi even in states like UP and Bihar. English is becoming the first language of communications in state governments in India. There are over 300 million college educated people in that country, majority studied in English medium. Your 2% is a serious underestimation.

Of course they have accents - people in America have different accents. I can not understand half of what the British say because they have accents. The phillipinos have heavier accents than many Indians. Have you heard the Eastern Europeans or French or Germans speaking English?
