What a fascinating article. The statement above - I wouldn't have used the word "shocking", but the point still holds true for me. For Scooter, it's probably an entirely different view which is wonderful...and hopeful.

Vietnam has always been a tough pragmatic country. Uncle Ho successfully fought the Japanese, Chinese, French, the South Vietnamese and the Americans. These were all territorial and/or political opponents for him. Now they face an economic opponent, particularly with the Chinese. They're smart and they'll figure it out unless all the old guys from the north who were trained in the Soviet Union business schools choke the growth with bureaucracy.
