I think the best answer would be to just let the cap float to keep FICA in the black. If FICA was short, calculate the amount the cap needs to rise to correct the current and future shortfall, and set it there for the next year. This would raise taxes only on those most able to pay, and turn a regressive tax into a progressive tax.
